The OMCT will host a dedicated session on torture in the context of migration, highlighting a crisis that continues to unfold across borders and regions.
The Reality of Migration and Torture
OMCT research has shown that torture and other forms of ill-treatment are pervasive throughout every phase of migration—in countries of origin, along migration routes, and in countries of destination. In that regard, the principle of non-refoulement is frequently violated. Abuses are perpetrated not only by state actors, but also by non-state actors who operate with impunity along migratory paths. Forms of ill-treatment vary and may include: Sexual and gender-based violence; Arbitrary detention in inhumane conditions, including extreme overcrowding and lack of access to medical care, food, clean water, or sanitation; Incommunicado detention and prolonged solitary confinement; Forced returns, deportations, or extraditions to countries where individuals risk torture or other serious human rights violations. Such practices severely undermine the rights and dignity of people on the move, often with lasting psychological and physical consequences.
Positioning Human Rights at the Center of Migration and Border Management
The OMCT believes it is essential to place the issue of protected and dignified journeys at the heart of the international agenda. Through robust documentation, advocacy, and dialogue, the international community must address the systemic violence that people on the move face and work collectively toward sustainable and dignified solutions.
Structure
This expert panel aims to foster a constructive conversation among human rights practitioners, legal experts, decision-makers, and civil society actors. The discussion will focus on:
- Exposing current challenges faced by people on the move through quality documentation and monitoring;
- Addressing immigration detention and torture along the migration route;
- Exploring strategies to effectively integrate human rights standards and principles into migration and border management policies and practices.
