OMCT GLOBAL TORTURE INDEX LAUNCH: The first global data tool tracking the risk of torture and ill-treatment

The World Organisation Against Torture (OMCT), alongside over 200 local groups in the SOS-Torture Network, created the Global Torture Index—a unique, data-driven tool designed to annually assess the risk of torture in every country. The Index evaluates national legal systems, public policies, and their real-world effects, comparing them against international human rights standards. It aims to inform governments, international organisations, and the public through an interactive and accessible online platform. The Index not only quantifies risk but also provides qualitative insights gathered from local civil society organisations and human rights defenders—highlighting systemic issues, good practices, and survivor stories.
The Index will be published within the OMCT Global Week Against Torture on the 25 June 2025, measuring 26 countries initially, covering the five regions, with plans for scaling up in subsequent years. The launch of the Global Torture Index aims to present a comprehensive, data-driven tool to a diverse audience of stakeholders and decision-makers at both national and international levels. The presentation will introduce the Index's methodology, demonstrate its interactive online platform, and highlight its potential applications across various sectors. By engaging a broad spectrum of actors—including governments, international organisations, civil society, media, and the private sector—the launch seeks to promote the Index as a vital resource for assessing and addressing torture risks globally. Insights from implementing partners across the five regions will provide firsthand experiences and regional perspectives, as well as featuring survivor stories. Ultimately, the launch aims to foster a collaborative environment that encourages the use of the Index to accessing reliable data on torture, in guiding laws and public policies reforms and shaping advocacy.
