This session examines the dual challenges of torture and enforced disappearances in Libya, both of which often occur within the context of arbitrary detention and contribute to a climate of fear and impunity. Experts will explore strategies for strengthening the resilience and effectiveness of local organizations and human rights defenders confronting these grave human rights violations. The session will further analyze the challenges and opportunities in engaging regional and international mechanisms of universal jurisdiction to address these crimes and support affected communities, with a valuable perspective offered from the Palestinian civil society experience.
